Pediatric Mental Health in Primary Care 2018 Conference MOC Part II

The purpose of this conference is to provide education and support to primary care providers in addressing the mental health care needs of children and adolescents.

Throughout the country, there is a shortage of mental health providers, especially child and adolescent psychiatrists.  The Medical College of Wisconsin (MCW) Department of Psychiatry and Behavioral Medicine in partnership with Children's Hospital of Wisconsin (CHW) initiated a child psychiatry access pilot project called, Charles E. Kubly Child Psychiatry Access Project in 2013.  The objective for the project was to improve mental health care for children.  The goal was to implement a linkage intervention for pediatricians to access a child psychiatrist for case consultations to help them better manage mild-to-moderate psychiatric issues of their patients.  

In 2013, MCW, in collaboration with CHW, Wisconsin Chapter of American Academy of Pediatrics (WIAAP), and Project Launch, worked with state legislators to encourage and guide the development of a state bill to create the CPCP.  MCW’s experience with the Charles E. Kubly Child Psychiatry Access Project was beneficial in this effort.  State Representative Steineke authored Bill 127 which supported and funded a Wisconsin CPCP pilot with the intent to expand across the state if it proves effective.  In April 2014, Governor Walker signed Bill 127 into law.  Funding for the CPCP was granted by Wisconsin Department of Health Services (DHS), Wisconsin Act 127, Wisconsin Child Psychiatry Consultation Program.

Collaborative pro­grams like the CPCP are a promising ap­proach to leveraging the existing supply of child psychiatrists to provide mental health services to children and adolescents with mental health needs.  Additionally, in response to the anticipated persistent shortage of physicians faced by Wisconsin during the next 20 years, MCW is expanding its medical education program into new regions of the state.  Working with partners in Green Bay and Central Wisconsin, MCW is developing innovative, community-based medical education programs in Northeastern and Central Wisconsin to increase the physician workforce in these regions and communities.  MCW is strategically partnering with a number of health and education-focused institutions, many of which serve the Northern Region counties.  In addition to the training MCW is already providing to child psychiatry trainees, the expansion of MCW’s medical education program and the CPCP creates an additional pipeline for future providers in behavioral and mental health.

Learning Objectives

The CE learning objective is to increase clinicians’ capacity to recognize and treat mental and behavioral health needs of children and adolescents in their care.  The medical home is a setting with which families are familiar and comfortable, and they trust their primary care providers.  Therefore, pediatric mental health education for primary care is critical in allowing patients and families to get the mental health care they need.  The specific goal is to educate primary care providers in the assessment, diagnosis, and management of children and adolescents with mild-to-moderate mental and behavioral health problems.
